What is NAL Licensing for China

In China, obtaining a Network Access License (NAL) certification is mandatory for all telecommunications equipment intended to connect to the public telecommunications network.

The NAL certification ensures that these products comply with Chinese regulations and technical standards, making them safe and reliable for public use. The NAL certificate is issued by the Ministry of Industry and Information Technology (MIIT) and is valid for a period of three years.

Product Groups For Which NAL Certification Is Mandatory

Products requiring NAL certification fall into three primary categories:

Telecommunications Terminal Equipment: Devices such as fax machines and BP machines.
Radio Telecommunication Equipment: Equipment including radio stations and satellite earth stations.
Internet Devices Between Networks: Products such as optical transmission equipment and network access equipment.

How to obtain NAL Approval

 

The NAL certification process involves several key steps. Firstly, companies must obtain SRRC (State Radio Regulatory Commission) certification, which serves as the foundation for the NAL application. Following this, thorough document preparation is essential, including gathering technical specifications, test reports, and completing application forms.

Subsequently, product testing is conducted within accredited laboratories in China, approved by the Certification and Accreditation Administration (CNCA) and specialized in specific product categories.

Once testing is completed, the application, along with the SRRC certification and test results, is submitted to the Ministry of Industry and Information Technology (MIIT). MIIT then conducts a review process, and upon approval, issues the NAL certificate. Before products can be imported, sold, or commercialized in China, they must be marked with the NAL label, signifying compliance with regulatory standards.

The NAL label, integral to the Network Access License (NAL) certification process in China, serves as a visible indicator of compliance with regulatory standards stipulated by the Ministry of Industry and Information Technology (MIIT). It is a crucial component for telecommunications equipment intended to connect to China’s public telecommunications network.

 

Components of the NAL Label:


Certification Number: This is a unique identifier assigned to each certified product during the NAL certification process. It helps in tracking and identifying the specific product in question.

21-Digit Code: The NAL label includes a unique 21-digit code that is specific to each individual device. This code is essential for traceability and ensures that each device can be uniquely identified within the market.

General Information On NAL License

Local Representation: The applicant must be a legal entity established in China, responsible for import, export, sales, and after-sales service.
Product Testing: Testing must be conducted in accredited Chinese labs. For certain products, CCC (China Compulsory Certification) may also be required.
No Factory Inspection: MIIT typically does not conduct factory inspections outside China, although a valid ISO 9000 certificate is necessary.
Labeling: The NAL label, issued by MIIT, must be affixed to the product. This label includes the certification number and a unique 21-digit code for each device.
