Proposed Amendments to Compulsory Registration Scheme and Collection of HS Codes for Electronics and IT Goods

1)Amendment to the standard mark of scheme II, CRS (Compulsory registration scheme)

A proposal has been shared with Industry organization, MAIT regarding the amendment to BIS (Conformity Assessment) Regulations, 2018 including modification of Standard Mark.
Currently as per the current BIS (Conformity Assessment) Regulation, applicant shall use the current standard mark with application Indian standard and registration number.
Every certified product notified CRS shall bear the said standard mark prior to import in India, failing to which applicant shall be punished for violating the BIS act.

 

As per the shared proposal, the CRS mark under Compulsory Registration scheme will gets changed to ISI mark proposal by BIS. While changing the standard mark of CRS, it has also been proposed that “In case the reference to the Indian Standard cannot be placed above the Standard Mark and or the license number cannot be placed beneath the Standard Mark, it shall be suitably placed close to the Standard Mark in a linear manner”.
Given the fact that more than 20,000 of registration number exist in BIS as of now, Industries think that it would greatly impact
the process re-labelling and request BIS to extend the time period from 6 months to latest 12-18 months from the date of notification releases. The final verdict on the inputs given by Industry is awaited by BIS.

 

2) Collection of HS code at (6 & 8) digit level pertaining to electronics and IT goods

As per industry estimates the electronics production is expected to increase from US$ 87.1 Bn in 2021-22 to US$ 300 Bn by 2025-2026. Knowing the importance of electronic industry in India to boost “Make in India” initiative, MeitY (Ministry of Electronics & IT) is in the process of evaluating and analyzing the present status of electronics manufacturing in the country. MeitY has asked manufacturers to suggest a list of HS codes at 6 & 8-digit level. Regarding the same, Industry organization MAIT has shared the draft of list including HS codes of certain electronics and IT goods such as Mobile phones, laptops and tablets. C-PRAV will share the final list of HS codes to be released by meitY.
